Online Assurances Monitoring System (OAMS)

  • It is a digital platform implemented by the Ministry of Parliamentary Affairs (MoPA) to enhance accountability, transparency and efficiency in managing government assurances.
  • The Ministry of Parliamentary Affairs (MoPA) is responsible for implementing assurances under the Government of India (Allocation of Business) Rules, 1961.

Assurances by Ministers

  • Assurances are promises, undertakings, or commitments given by Ministers during answers to parliamentary questions or debates.
  • Assurances should ideally be fulfilled within three months of being made.

Centralised Record keeping

It provides a single digital repository where all assurances are recorded, ensuring transparency and eliminating the risk of losing track of commitments.

Automated Notification

The system sends timely alerts to all stakeholders to act on pending assurances, maintaining adherence to deadlines.

Real time updates

Ministries and departments can log progress updates directly into the system, ensuring accurate and up - to - date information for stakeholders.

Integration with Standing committee on Assurances

The committee can monitor the progress in real time, enabling them to hold the ministry / departments accountable for timely implementation.

Transparent Monitoring

By providing access to data, the system enables a visibility for all stakeholders, making the whole process transparent.

Categorisation of assurances

  • Pending - still in progress
  • Implemented - fulfilled
  • Dropped - no longer actionable with reason documented.

A real time dashboard

This provides a visual representation of assurance data, showing the status and distribution across categories for easy monitoring.
