He was the CIA mole within Indira Gandhi’s cabinet. That Pakistan has nuclear weapons today is thanks to his treachery.
India had nukes and Pakistan had none in 1981. India & Israel had many plans to destroy the KAHUTA nuclear plant.

India kept on backtracking till Israel said they will go it alone but they will require air to air refuel facilities for its jets to fly back to Israel.

Indira Gandhi okayed this but the plan was leaked to CIA by PC Alexander and then it came out as front page story in Washington Post. The plan was dropped. Pakistan won, CIA won. India & Israel lost the chance.
