Background

Ministry: Administered by the Ministry of Agriculture & Farmers’ Welfare. Implementing Agency: Implemented through Central Nodal Agencies (NAFED, NCCF) along with State Governments.

Components

  1. Price Support Scheme (PSS): procures pulses, oilseeds, and copra at MSP through NAFED & NCCF, covering 25% of national production (except 100% for Tur, Urad, Masur in 2024-25).
  2. Price Stabilization Fund (PSF): Maintains buffer stock of pulses and onions to stabilize prices, prevent hoarding, and ensure affordable supply to consumers.
  3. Price Deficit Payment Scheme (PDPS): Farmers receive direct compensation for the difference between MSP & market price, with coverage extended to 40% of oilseed production for four months.

  2. Self-Sufficiency in Pulses: Govt. commits 100% procurement of Tur, Urad, and Masur for the next four years.

Union Minister Ashwini Vaishnaw says the Union Cabinet has approved Rs 35,000 crore for PM Annadata Aay Sanrakshan Abhiyan - PM-AASHA.

Extension of purchase period of groundnut and soybean

  • Union Agriculture Minister Shivraj Singh Chouhan approves the extension of the purchase period of groundnut and soybean. The approval has been given to continue PM-Asha Yojana till 2025-26. The soybean purchase period has been extended by 24 days in Maharashtra and 15 days in Telangana. Peanut purchase period extended by 25 days in Karnataka and 6 days in Gujarat.

To make India self reliant in pulses

  • Shivraj Singh Chouhan says "100% purchase of tur, masoor and urad will continue for the next 4 years. Domestic production will increase and dependence on imports will reduce. India will become self-sufficient in pulses."

Target to become food bowl for the world

  • Bharat as targeted will become the food bowl for the world. Our dependency on food imports will reduce.

Import from Canada eliminated

  • Dal import from Canada and West will be eliminated. And this Dal import is hurting Canada for last few years because most Khalistani in Canada have huge farms producing Dal.

Market Intervention Scheme (MIS)

  • Is a component of PM AASHA scheme.
  • It is implemented on the request of State or UTs for the procurement of various perishable agricultural or horticultural commodities, for which minimum support price is not applicable.

Revised MIS Guidelines

  • Made as a component of the integrated scheme of PM AASHA
  • MIS will be implemented only when there is a minimum reduction of 10% in the prevailing market price as compared to the previous normal year.
  • The procurement limit of production quantity of crops has been increased from the existing 20% to 25%.
  • The state has also been given the option to pay the difference between Market Intervention Price and the selling price directly into the bank account of the farmers in place of physical procurement.
  • It is proposed to include apart from NAFED and NCCF, Farmer Producer Organisations, Farmers Producer Companies, State nominated agencies and other central nodal agencies to undertake procurement of top crops under MIS.
